KUALA LUMPUR, Nov 5 — Perikatan Nasional (PN) chief whip Datuk Seri Takiyuddin Hassan today demanded full transparency over the recent Confidence and Supply Agreement (CSA) signed by 13 Opposition MPs, questioning the delay in terms disclosure, implementation details, and allocation figures.

Speaking at a press conference in Parliament, the Kota Bharu MP drew a contrast between the current pact signed on October 31 and the historic 2021 bipartisan Memorandum of Understanding (MoU) signed under the Ismail administration, which explicitly guaranteed public disclosure and equal constituency funding.

“Clause 6 stated there was no confidentiality. The parties agreed to fully disclose the memorandum to the public as a commitment to full openness and accountability. Right after it was signed, we published it immediately,” Takiyuddin said.

“We want to know whether the agreement signed on October 31 has been revealed to the public.”

He stressed that under the 2021 agreement, all Opposition MPs involved were allocated funding equivalent to government lawmakers.

“During our administration, we clearly stated in the MoU that funding equal to government Dewan Rakyat members would be allocated and disbursed to all participating MPs. All Pakatan Harapan MPs in 2021 received equal allocations,” he said.

Takiyuddin also revealed that an earlier draft proposal sent by Deputy Prime Minister  Datuk Seri Fadillah Yusof on August 1 had left crucial funding details blank.

“It only stated that Constituency Development Funds (CDF) would be provided according to governance regulations, with the amount listed under Schedule C. But Schedule C was never provided to us,” he said.

Confirming that 62 Opposition MPs were not offered the CSA deal, Takiyuddin urged the government to disclose what was agreed upon with the 13 signatories.

“We demand full disclosure on what was signed on October 31 — how much allocation is given, the mechanism involved, and when it will be implemented,” he said.

But several news reports from October citing government leaders indicate agreement to disburse equal CDF to the 13 MPs upon the passage of Budget 2027 in Parliament.

Fadillah and Datuk Seri Tengku Zafrul Abdul Aziz led the Madani government’s CSA negotiations.

The agreement entails support for the Anwar government’s push for institutional reforms,  including the two-term limit on the prime minister’s tenure and separating the attorney general’s roles.
